Historical Background

INTRODUCTION
The existence of Oyo State College of Nursing and Midwifery Library came as a result of institutional transformation, programme which has taken place over the years. Prior to its current college status, the library used to serve the information needs of the School of Nursing Students and staff as well as the Post Basic Student Midwives. Oyo State College of Nursing and Midwifery was formerly known as Oyo State School of Nursing which was established in 1949 while Oyo State School of Midwifery was established in 1954. The School of Nursing Eleyele was the first School of Nursing in Nigeria and it trains student nurses that provide nursing care for the citizenry in rural and urban areas either at primary, secondary or tertiary level of health care settings. The two schools have been training nurses and midwives since their inception contributing their quota to human development and standardized health care delivery.

On August 24, 2005 the two schools namely; Oyo State School of Nursing, Eleyele and Oyo State School of Midwifery, Yemetu, Ibadan was merged together through an enabling act of Oyo State House of Assembly. As a result of this, there was institutional transformation which culminated into the two schools becoming what is known today as Oyo State College of Nursing and Midwifery Eleyele, Ibadan.
The former Governor of Oyo State, His Excellency Senator Rasheed Adewolu Ladoja, up graded the two schools to a College and in 2005, His Excellency graciously signed into law the bill to that effect. The College is now faced with challenges of expanding the scope of training, injecting vitality into academic programmes and increasing human resources and streamlining the courses in the College, in line with what is obtainable in other Polytechnics and Colleges of
Nursing and midwifery Eleyele, Ibadan.

The School was elevated to a College of Nursing and Midwifery in August, 2005 through Oyo State of Nigeria Gazette No.19, vol. 30 and by the Oyo State Collegeof Nursing and Midwifery Law, 2005.

The elevation was actualized by the present Administration under the able leadership of the tireless and indefatigable Senator Isiaq Abiola Ajimobi, the Executive Governor when the College took off formally in 7th March, 2014.


 

Role of Library

Library plays a very critical role in supporting the academic programmes of the College. It identifies, evaluates, procures, processes and then makes these learning resources available to the departments and students for their teaching, learning and research assignments. That is why, Dr. S.R. Ranganathan, father of library Science development in India has famously said that the Library is the trinity of Learning Resources, Departments/Students and the Library Staff.


 

Library Resources

The College Library’s unique collections and resources are by and large made of print and non – print materials such as books, journals,newspapers, magazines, computers, scanners, a CD – Writer and other ICT equipment.

The Library collection stood at over 2000 volumes. The resource included in the collections are book, periodical, compact disc and project reports organized conveniently in the various sections of the Library where users can easily locate them, while the e-library units has about 1000 volumes of e-materials. The Library has a seating capacity of 100 users at a time.


 

Library Registration

All the students of the College are expected at their entrance into the college to bring two (2) passport photographs to the library after the payment of library development fee/levy. At the circulation desk, registration form will be given to students to fill and return same day. This will be followed with the issuance of library identity card and after ascertaining the status of each student within the college they will be issued some sets of borrowing ticket.


 

General Rules & Regulations

In order to maintain a safe and welcoming environment for reading, learning and other Library activities, the Oyo State College of Nursing and Midwifery Library require all visitors to comply with the following General Rules and Regulations. Visitors must also comply with all OYSCONME Ordinances.
Prohibited Conduct:
Visitors may not engage in conduct that disrupts or interferes with the normal operations of the Library, its staff, or its use by other visitors. Such conduct may include, but is not limited to:
• Harassing or threatening behaviour.
• Using obscene or abusive language or gestures.
• Making unreasonable noise, including loud talking on a cell phone or otherwise.
• Engaging in sexual conduct or lewd behaviour.
• Possessing a knife, gun, or any other weapon in violation of College ordinance.
• Smoking, including electronic cigarettes.
• Using alcohol or illegal drugs.
• Loitering or sleeping at the Library’s entrance.
• Failing to maintain appropriate personal hygiene.
• Soliciting, petitioning, or canvassing.
• Selling or advertising any goods or services.
• Damaging, defacing, or misusing any Library materials or property.
• Engaging in any activity in violation of federal, state, or local law or College or library policies.
Please also be aware that:
• The Library is not responsible for personal items that are lost, stolen, or damaged in Library premises.
• Library staffs reserve the right to inspect bags or other personal property when visitors enter or leave the Library.
• Clothing and shoes must be worn in the Library.
• Some items in the Library cannot be copied because of copyright laws, poor condition, or donor restriction.
• Library staff may ask visitors to show their library ID at any time.
• Photography and recording are not allowed in Library premises without prior permission.
• Certain rooms and other Library spaces may have additional restrictions.

Visitors who do not follow the Library’s General Rules and Regulations may be asked to leave and may lose their Library privileges. Visitors who violate OYSCONME Ordinances may also be subject to arrest or other legal action.

DISCIPLINE
• All users must observe total silence in the library and its environs at all times
• All users are required to show their college IDs to the library staff upon entrance to the library
• Use of mobile phones is strictly prohibited in the library
• All bags, cases, folders etc. must be left in the luggage area outside the library.
• Users are not allowed to leave their baggage overnight in the library. The library shall not take any responsibility for loss of personal property or books already signed out to a user
• All users are required to show all items to the library staff before leaving the library
• No student is allowed to enter the circulation area without the consent of the library staff
• Anyone caught marking, defacing or mutilating books or any other library material will be expected to pay for the material with the most current edition of the same
• Good order must be observed in the library at all times. For example placing of feet on the furniture, eating and drinking, smoking, sleeping etc. will not be allowed
• Group discussions are not allowed in the library
• Use of sound equipment like radios, Walkman, cell phones etc. is strictly prohibited in the library and its environs
• Seats in the library are not to be reserved
• Users are not allowed to re-shelf books after removing them from the shelf. Leave the books on the table or on the trolley near the door
• No library equipment may be moved, modified or tampered with without permission from the librarian.


 

Borrowing Procedure

  •  Borrowing period is strictly between 8:00am and 8:00pm on weekdays. Except public holidays.
  • A user must be a registered student in the current term to be able to use the library services.
  • All students must present their college library ID before borrowing any library materials.
  • Library materials may not be removed from the library unless the library staff has properly issued them out.
  • Students are allowed to borrow a maximum of two books for a period of two weeks.
  • All borrowed materials must be returned on or before the due date.
  • Students are not allowed to borrow books on behalf of others or transfer borrowed materials to other students.
  • Students with overdue materials and overdue fines will not be allowed to use the library services.

All reserve materials must be returned at the specified time
The following materials can only be used within the library:

  • Reference books
  • Newspapers
  • Journals and magazines

 

Damage/Lost of Library Materials

  • Any user who causes damage to or loss of any library materials or other library property will be charged for replacement costs. Marking of books and other library materials will be regarded as damage.
  • Users must ensure that the books they borrow are in good condition to avoid being held responsible for any damages noted while returning the books.
  • Lost books must be reported to the librarian immediately and replaced or paid for within 30 days.
  • Lost library books that are recovered, must be handed to the librarian as they remain the property of the college library.

 

Guide for Book Borrowing In The Library

Issue System
Books will be issued on presentation of the library card. Students are instructed to check the books while borrowing because they will be responsible for any type of damage or mutilation noticed at the time of return.

Overdue Charges
Books will be issued to the students for 14 days only. In the last page slip is pasted and stamped mentioning the due date and the fine will be charged per day per book from the due date till the book is returned to library.

Overdue Charges/ Fines
• General collection books N100.00 per day
• Reserve material N250.00 per hour
• Books not returned at the end of the session N1,000.00 per book
Book Lost
If the books are lost, the borrower shall replace the books of the same edition or latest edition or pay double cost of the book after getting permission from the College Librarian.

Care of library borrower cards
Take special care to maintain the library borrower cards.
Do not fold, alter entries made on the cards, Members are responsible for the entire set of library borrower card issued to them.

Loss of cards
Loss of borrower card should be reported to the librarian in writing. After checking the borrowing register they will be issued a fresh replacement card on a payment of N200 per card.

Validity of cards
Library borrower cards are valid for the whole duration of the students’ academic pursuance within the College.

Care of Library Books
Students are required to handle the books/ Journal very carefully; marking with pencil; writing or highlighting, tearing the pages or mutilating the same in any other way will be viewed very seriously. In such case reader shall be held responsible unless these are brought to the notice of the library staff at the time of issue.


Reference Section

This section has Encyclopedia, dictionaries, Text books reference books etc. which are only available for reference. User can make use of these resources.


Journal Section

In this section, journals, general magazines and Newsletter are available. They are arranged alphabetically. The latest issues are displayed on display rack and other previous issues are arranged in the drawer. Bound volumes of periodicals are arranged in rack alphabetically and are meant only for reference within the library.
